Ooey-Gooey Butter Tarts

This is a delicious holiday treat, for everyone to enjoy.

Crust:
1 1/2 c. flour
1 1/2 tsp. salt
1 1/2 tsp. sugar
1 1/2 tsp. lemon zest
4 drops of vanilla
1 c. butter, soften at room temperature
4 oz. eggs
4 tsp. water

Filling:
1/3 c. butter
1 c. brown sugar
2 tbsp. milk
1 egg
1/2 c. raisins

Preheat oven to 350.
Crust: Combine flour, saly and sugar in a bowl. Add lemon zest and vanilla. Cut in butter and mix until the butter is in pea-sized pieces. Add eggs and water and mix until combined. Divide dough into 18 pieces and roll each piece into a flat circle. Press the dough into tart pans.
Bake tart crusts for 12 minutes.
Filling: Melt butter, brown sugar and milk in a saucepan and stir until sugar starts to dissolve. Take pan off heat and whisk in egg and raisins. Divide filling among the tarts and bake until bubbly, about 5 minutes.
